It appears that the houseguests that were outside at the time did see the banner but might have not been able to read it before they were hustled inside and told not to discuss it (Since BB3 the policy has been that a HG cannot look at or discuss Banners which were flown first during BB1 and then again during BB2).

The banner refers to Jennifer and April and the term "DOR" is short for "Depart on Request" or "Drop on Request"  - meaning that a houseguest asks to leave the house.  Ealier this week Howie had been telling April he wanted her to ask to leave.
 

I can't recall if any banners were flown during BB5 - a few flew during BB4 but the restriction on not letting the HG's see the banners made it rather pointless to attempt. Banners from BB1 and BB2 were listed at the website Banner-Bunch.com - but with the restrictions on the House Guests the site stopped being updated during BB3.
